Digital assets strategic reserve fund

Summary

This bill establishes a digital assets strategic reserve fund administered by the state treasurer to hold cryptocurrencies and digital assets seized, confiscated, or surrendered to Arizona, as well as monies appropriated by the legislature. The state treasurer is authorized to invest fund monies, loan digital assets to generate returns without increasing financial risk, and store assets through qualified custodians or exchange-traded products meeting specified security and governance standards. The bill defines eligible digital assets based on a "cryptocurrency fair value" metric that evaluates coins meeting at least one percent of a "digital gold standard benchmark" set at $100,000 per coin.
