Summary

This New Hampshire bill establishes consumer protections for digital asset transaction kiosks (crypto ATMs) by requiring operators to implement safeguards against fraud and scams. Key requirements include: a mandatory 48-hour hold period on first-time customers' transactions, daily transaction limits of $5,000 for new customers and $15,000 for existing customers, mandatory fraud-screening prompts and warnings about government agencies never demanding crypto payments, use of blockchain analytics to block transfers to flagged addresses, and full disclosure of fees and pricing spreads. The bill applies to all kiosk operators in New Hampshire and takes effect January 1, 2027.
