Summary
This bill establishes legal protections for blockchain technology and digital assets in New Hampshire by prohibiting state and local governments from restricting individuals' use of digital currencies, self-custody of digital assets, or blockchain operations. It allows digital asset mining in industrially-zoned areas and home settings (subject to noise ordinances), exempts mining operations and node operators from money transmitter licensing requirements, and prohibits discriminatory electricity rates for mining businesses. The bill also creates a blockchain dispute docket to oversee blockchain-related legal disputes and positions New Hampshire as an attractive jurisdiction for blockchain innovation and business development.
